    Arguments for direct artist grants for American artists; proposals for programs to revitalize the US arts field; and for the restoration of the nation’s standing as the international cultural leader in arts innovation; representing Americans; and resisting corporate interventions and the indulgences of the Super Class;… which are aimed at establishing globalized “art” to the detriment of all; consisting of consumer cultural portables; and fancy lack-mocking creative designey stuff; and neo-Robber Baron monopolies on legitimate art treasures and venues.

    From September 15 through October 23, 2009, Barry Hessenius (Barry’s Blog at WESTAF) moderated an historic panel forum on the “state of the arts” in the US. The discourse focused on the NEA and the role it should play in shaping or determining the nation’s arts policy. Of particular interest to me was the question of whether direct individual artists grants would again be funded by the Endowment, following a more than two decade lapse, precipitated by political pressure applied by the Right. I included seven proposals for national artist-centric projects or productions in the context of my responses to panel questions. They include:

      • »An artist [studio] portrait project»An archive for artist-centric oral histories
    • >A New Art in Action Program; a WPA works projects neo-New Deal initiative aimed at employing artists to upgrade the country’s digital infrastructure and beautify its brick’n’mortar infrastructure
      >An NEA-funded/located nexus for US visual art/artists, modeled after and outperforming Saatchi Online
      >A new system for awarding direct artists grants, consisting of three adjudicating bodies - an “academy,” the American people, and the Chairman; the new system would also serve as a stimulus initiative for the arts field
      >A US/NEA-hosted contemporary art fair, promoting the best American art/artists in a global invitational with market elements
      >A national archive, the two central features of which would be
      >A US/NEA-hosted amateur art “Olympics”
      >A weekly radio interview program hosted by the NEA Chairman

    These proposals were presented in longer format with contextual color in initial response/submissions, which were eventually edited for space and content for the forum. The longer versions were published in the AFH Blogs and are available on request.
